It was the first time in weeks that Kisangani's beleaguered residents could walk the streets freely. In Kinshasa, the Zairian capital, a rumor spread that President Mobutu Sese Seko had died. He had not, but the rumor seemed to signify what many Zairians believed: that the loss of Kisangani would be a death blow to Mr. Mobutu's Government. INTERNATIONAL 3-23 Important City in Zaire Falls Quickly to Rebels The largest and last Government-held city in eastern Zaire fell to rebels forces, posing the most serious threat yet to the 31-year-rule of President Mobutu Sese Seko. The city, Kisangani, was the centerpiece of the Government's fight against the six-month-old rebellion, and its defeat raised serious questions about whether the regime can survive.
