Your March 3 article ["Pirro Assailed Over News Breaks"] certainly pointed up the question of whether District Attorney Jeanine Pirro is overly aggressive in courting the media to the potential detriment of the rights of the accused in criminal cases. Another, admittedly less serious, issue concerns me as regards the District Attorney and publicity. At the time of jury deliberations in the O. J. Simpson trial, I saw Ms. Pirro during daytime hours on both CNN and WCBS-TV, and your article pointed out that she was on "Nightline" as well. It seemed to me that she was spending quite a bit of time not being Westchester D.A., rather opting for high-profile time on the air on a matter unrelated to her duties.

THE Westfield Leader, locally owned for 106 years, was merely exercising its usual "reserve," as Carmelo Montalbano put it, in covering the recent death of its publisher and owner, Jeffrey L. Bauer. In a dignified obituary on page 9 of the March 7 issue, the weekly Leader told its 6,500 readers only that Mr. Bauer, 48, "died suddenly" three days earlier. Up the road, in the offices of The Westfield Record, The Leader's aggressive rival, the editors saw the story differently, quickly increasing the press run by 1,000 copies over the normal 4,800.

COMPANY NEWS;COOKSON GROUP ADDING ENGINEERED POLYMERS

Cookson Group P.L.C. said yesterday that it had acquired the Engineered Polymers Corporation, a Minnesota-based maker of structural foam and molded plastic products, for $87 million. Cookson, a British industrial materials concern, said Engineered Polymers' products are similar to those produced by Cookson's Loudon Plastics, which recently reported strong growth in the same markets. Engineered Polymers' main products are plastic pallets used for shipping. The company had sales of $60 million for the year that ended on June 30, 1995.

COMPANY NEWS;HORIZON/CMS HEALTHCARE DISCLOSES INVESTIGATION

The Horizon/CMS Healthcare Corporation, an operator of nursing homes and rehabilitation hospitals, disclosed yesterday that Federal investigators were looking into $3.4 million in Medicare billings it may have improperly submitted. The Albuquerque, N.M.-based company admitted that it appeared that some of its billings to the Government did not follow Medicare rules. But it maintained the overbillings were a mistake and "do not represent a regular pattern or practice." Nonetheless, the investigation could eventually result in civil or criminal fines and sanctions that might hurt the company's finances, Horizon/CMS said.

The Bird Corporation said yesterday that it had agreed to be acquired by the Certainteed Corporation, a subsidiary of Saint-Gobain S.A., in a transaction valued about $50 million. Bird, based in Norwood, Mass., and Certainteed, of Valley Forge, Pa., are producers of asphalt roofing shingles. Saint-Gobain, of France, is a glass and building-materials group. The deal values Bird's common shares at $7.50. The shares were up $1.25 yesterday, at $7.25, in Nasdaq trading. Bird, which was founded in 1795, has annual sales of about $50 million.

The International Paper Company said yesterday that about 73 percent of the shareholders of the Federal Paper Board Company had had chosen a stock payment in the recently completed $2.7 billion merger between the two companies. International Paper, a paper and packaging products company, said owners of about 34.9 million of the 47.8 million shares of Federal Paper chose to receive International Paper stock. Those holders will get 1.013 International Paper shares and $16.68 in cash for each of their shares. Holders of about 11.28 million Federal Paper shares elected to receive cash and will get $55 in cash for each of their shares. Federal Paper shareholders who did not make a selection will also get $55 in cash.

WORLD NEWS BRIEFS;3 Ministers Are Linked To Graft in Colombia

Three ministers in the Cabinet of President Ernesto Samper were linked today by prosecutors to an investigation into the financing of Mr. Samper's 1994 campaign. None have been formally charged, but they are expected to be called in for questioning, a spokesman for the Chief Prosecutor's office said. The men, Interior Minister Horacio Serpa, Foreign Minister Rodrigo Pardo and Communications Minister Juan Manuel Turbay, also held senior positions in the campaign.
