NYS Court of Appeals rules that Volunteer Fire Department of Ossining, NY, is not exempt from Freedom of Information Law and must disclose records of its lottery sought by reporter for Ossining Citizen Register; lottery, which all parties concede to be in violation of law, raises over $500,000 a year, half of which goes to lottery winners and half to Fire Department, which gives its share to families of needy or deceased firemen (S)
