INTERNATIONAL 3-14 Clinton Is to Observe Vast Changes in Africa When President Clinton begins a 12-day trip to sub-Saharan Africa today, he will be visiting a region very different from the one last traveled by an American President, 20 years ago. Apartheid is gone in South Africa, economic reform has swept the continent, and more countries are electing their governments. 1 The President's trip is a tribute to the growing influence on foreign policy of 34 million African-Americans. 6 John Paul Visits Nigeria Pope John Paul II arrived in Nigeria, and called on the people to respect one other's dignity and rights. The nation's military leader treated the visit as a state affair. 6 Korean Peace Talks Stall A week of talks to create a plan for peace on the Korean peninsula ended in an impasse related to the North's insistence that the withdrawal of American troops be a key item on the agenda. 10 Fears for Cuban Athletes Four Cuban baseball players and a coach have still not been found nearly two weeks after they left Cuba on a small boat. It was reported that they had landed in the Dominican Republic or the Bahamas. 11 Political Battle in Paraguay The governing party is maneuvering to bar the presidential candidacy of a retired general who tried to seize power two years ago. 13 Press Dispute in Hong Kong A dispute over press freedom erupted when a delegate to a Chinese congress criticized Hong Kong's Government-owned broadcaster. He accused the station of undermining Hong Kong's new leaders. 14 NATIONAL 16-34 Skirmishes In Jones Suit Raise Harassment Issues Over the last two months, the sexual accusations involving President Clinton have unleashed a torrent of debate about sexual harassment, and where to draw the legal line between uncouth behavior and that which is grounds for a lawsuit. Sexual harassment, a rapidly evolving legal field, was never defined by statute, but developed as an offshoot of Title VII of the Civil Rights Act of 1964. 1 After four years of exchanging news-conference salvos and blizzards of briefs, Paula Jones's case against President Clinton is set to got to trial on May 27, with the verdict in the President's own camp far from settled on whether his lawyer, Robert S. Bennett's fisticuffs approach is what is best for victory. 28 Gambling Industry's Gains Confronted by a rising concern about the growth of casinos and by the threat that a national commission on gambling could recommend new regulations and taxes, casino operators and other gambling interests have more than quadrupled their contributions to Federal candidates and political parties since 1991. 1 Georgia Youth Prison Pact As part of a recent burst of activity by the civil rights division of the Justice Department in investigating constitutional violations in juvenile prisons, Attorney General Janet Reno and Gov. Zell Miller of Georgia reached an unusual agreement, under which the state pledged to spend millions of dollars and institute sweeping changes to improve what Justice Department investigators have called ''egregious,'' ''abusive'' and ''grossly substandard'' conditions. 16 NEW YORK/REGION 35-40 Suspect in Student's Slaying The police said last night that they had arrested the 23-year-old former boyfriend of a Columbia University law student, Hyeseung Lynda Hong, who was found on Friday with her throat slashed and that they planned to charge him with murder. 35 Uniform Policy The successful initiative by William C. Thompson Jr., the president of the Board of Education, to require elementary school students to wear uniforms has thrust him into the media spotlight and has prompted speculation about whether he is testing the waters for a run at elected office. 37 OBITUARIES 42-43 Cong.
