In terms of news coverage, many would argue that New Jersey has long been shortchanged by the major television stations in New York City and Philadelphia. Now the cable station News 12 New Jersey, based in Edison and sponsored by The Star-Ledger of Newark, is completing its fourth week of 24-hour-a-day news coverage of the state. On a typical weekday, there are live hourlong newscasts at 6 and 9 A.M., noon, and 5 and 10 P.M., with segments replayed or updated throughout the day. Most of the time between 7 and 9 A.M. is live news with repeated national news segments. At the beginning of each hour between 6 and 10 P.M., about 20 minutes is given to live local news. "What Jersey's Talking About," an extended interview on a single subject, plays from 1 to 2 P.M. and is rebroadcast at 4 P.M. and 5 A.M. The rest of the time is filled with features and human-interest stories, with live local news at the beginning of each hour. KAREN DeMASTERS

After 25 years as a newspaper reporter, Paul Taylor approaches his latest news conferences from the far side, stepping gingerly into the television lights as a person trying to create news, not report it. "I decided to take a leap," Mr. Taylor said this week of his impulse to end a 25-year career as a political reporter and foreign correspondent and become one of this city's more quixotic lobbyists. He is now a busy advocate of a proposal that the commercial television networks open nightly slots of free time for unhindered use by the Presidential candidates.

Unabom Suspect Loses Motion That No Charges Be Brought

A Federal district judge today denied defense lawyers' motion that no charges be considered against the Unabom suspect Theodore J. Kaczynski. The defense had based that motion on the argument that the pool of potential members of the grand jury that is to consider evidence against Mr. Kaczynski had been exposed to too many news leaks by law-enforcement officials, much of the information concerning the results of the authorities' search at his remote mountain cabin.

Stuart Entertainment Inc., the world's largest maker of bingo cards and accessories, agreed yesterday to acquire the closely held Trade Products Inc. for $38 million. The Seattle-based Trade Products makes gaming tickets for carnivals and fund-raising. The combination of the companies will provide more opportunities for product development and help Stuart Entertainment develop business in emerging markets, Stuart said. Stuart is based in Council Bluffs, Iowa.

COMPANY NEWS;TALKS WITH TSINGTAO BREWERY OF CHINA SUSPENDED

The Anheuser-Busch Companies, the world's biggest brewer, and the Tsingtao Brewery Company of China have suspended two-year-old talks about Anheuser-Busch's increasing its 5 percent equity stake in the Chinese company. The companies confirmed that talks broke down after the maker of Budweiser and Bud Light opened a joint venture producing Budweiser beer last May at the Zhongde brewery in Wuhan, China. Anheuser-Busch and Tsingtao were negotiating a $230 million joint venture to produce 200,000 tons of Tsingtao beer a year, raising the company's output by almost a third. Tsingtao's general manager, Shao Ruiqi, said his company was not happy with Anheuser-Busch's financing proposals and would turn instead to Chinese Government support.

The Sunbeam Corporation's chairman and chief executive, Roger W. Schipke, will be leaving the struggling maker of blenders and other small appliances. Mr. Schipke was seen as not being able to lift Sunbeam to the heights many had expected, and the company is headed for its fourth straight quarter of lower earnings. Two directors also resigned: Roderick M. Hills, the former head of the Securities and Exchange Commission, and Paul W. Van Orden, executive director of the Chazen Institute of International Business at Columbia University Business School. Shares of Sunbeam, based in Fort Lauderdale, Fla., fell 50 cents yesterday, to $16.50.

COMPANY NEWS;LANDRY'S SEAFOOD TO BUY BAYPORT RESTAURANT GROUP

Landry's Seafood Restaurants Inc. agreed yesterday to buy Bayport Restaurant Group Inc. for $45 million in stock and the assumption of about $20 million of Bayport's debt. Bayport, based in Hollywood, Fla., operates 17 Crab House restaurants. Seven additional restaurants are scheduled to open in 1996. Landry's Seafood, based in Houston, operates 48 seafood restaurants. In 1995, Landry's reported sales of $104 million. Also, Landry's said it planned to offer an additional four million shares for sale to the public. The company said it would use the proceeds for restaurant expansion and repayment of debt. Landry's currently has about 18.25 million shares outstanding.

A joint venture of the Meredith Corporation and New Heritage Associates agreed to sell its interest in several suburban Minneapolis-St. Paul cable systems to Continental Cablevision Inc. for $125 million in cash, Meredith said yesterday. The joint venture, called Meredith/New Heritage Partnership, owns a majority interest, while Continental owns a minority stake in the systems, which are valued at $262.5 million. Meredith, based in Des Moines, is a diversified media concern with magazines including Better Homes and Gardens and The Ladies' Home Journal. In addition to the cash, Continental will also assume about $90 million of the debt of the Meredith/New Heritage venture.
