Filling the final slot in his roster of top managers, the new CBS News president, Andrew Heyward, plans to announce today that Jeffrey Fager will take Mr. Heyward's old job as executive producer of the "CBS Evening News." "There's an obvious logic to it because he was my deputy," Mr. Heyward said over the weekend. "But beyond that, his skills are extremely valuable for what the 'Evening News' needs to be, which is something more than a headline spot-news service. It's important for us to offer more perspective, more analysis, more context, more insight, and Jeff's background is perfect for this."

IT'S been seven months since News 12 in Norwalk switched from a half-hour "Live at 5" newscast to a 24-hour news format. During that time the burgeoning news program has covered Metro-North Commuter Railroad delays, the Blizzard of '96 and the multitude of school and business closings that followed in Fairfield County. News 12 was also on the scene Jan. 18 when the president of Metro-North, Donald Nelson, met with angry commuters at the South Norwalk train station. "We went live with that," says Sarah Arnold, a longtime reporter and anchor for News 12. "In the old days, we wouldn't have any coverage until the following day."

The CBS News program "60 Minutes" will broadcast tonight an interview with the tobacco industry whistle-blower, Jeffrey S. Wigand, which had been blocked for three months by the network's legal department. And inside the network the sense of relief is all but palpable. "This is a very, very important moment for CBS," said Andrew Heyward, the new president of CBS News. Mr. Heyward conceded that news executives had been seeking some way to get the interview on the air to end what many critics have been calling an embarrassing debacle for the news division.

As the V-chip legislation makes its way through Congress -- requiring televisions to come equipped with devices enabling parents to block out violent programs -- I would like to propose an addendum: the C-chip, which would prevent CNN, C-Span and all other news and public affairs programming from appearing on my grandmother's television. Just as the V-chip is supposed to keep children from watching so much barbarous behavior that they become little sociopaths, the C-chip will keep grandparents from absorbing so much data that they become pathologically well informed. The dangers are known to anyone with a grandparent of somewhat limited mobility but sharp mind who wants to keep up with what's going on in the world. The problem is, my grandmother keeps up so well that she is driving herself, and all of those who love her, insane. CNN causes her many sleepless nights.

As trendy as trend watching is, it dipped ever so slightly last year, according to one electronic media measure. "Nexis, the armchair reporter's best friend" is how New York magazine described the 16-year-old on-line research service when it reported in its 1995 year-end issue that " 'millennium' popped up in the nation's searchable data base 2,164 times as of last Wednesday." This quote, and many others like it, suggests that legions of reporters are burning up their fiber-optic cables to report on other reporting.

ON CAMPUS;For State Colleges, Whitman Has Good News, Bad News

When Governor Whitman presented a new budget last week, officials at New Jersey's public colleges and universities did not know whether to sigh with relief or sulk. Most of the 12 schools will not lose any state support, and they will be able to provide financial aid to an extra 2,600 students next year. But there was an unexpected wrinkle: the state plans to withhold $53 million from a fund for wages and benefits, leaving the colleges with a hefty expense. Salaries are by far the greatest cost for the public institutions, eating up as much as 80 percent of operating budgets. Most employees are unionized, and for two years the state has paid for most of the salary increases negotiated with collective bargaining units. But Mrs. Whitman's new budget does not provide any money for such increases, which are estimated to be as high as $19 million.
