The Socialist candidate, Jorge Sampaio, was elected today to succeed Mario Soares as President of Portugal. Final results showed Mr. Sampaio winning 53.8 percent of the vote, compared with 46.2 percent for his conservative rival, former Prime Minister Anibal Cavaco Silva. The turnout was 66.4 percent of the nearly 9 million eligible voters.

The Checkfree Corporation said yesterday that it would acquire Servantis Systems Holdings Inc., a provider of electronic banking services and electronic commerce software, for cash and stock. Checkfree, a provider of electronic bill-paying services based in Columbus, Ohio, expects the price for Servantis to be $43 million in cash plus $122 million to $131 million in stock. Checkfree shares were up $1.625 yesterday, to $21.50, in Nasdaq trading. Servantis, formerly known as Stockholder Systems Inc., is based in Norcross, Ga., and had revenue of $61 million in the year that ended on June 30.

COMPANY NEWS;OPPENHEIMER OPENING A BROKERAGE BUSINESS IN ISRAEL

Oppenheimer & Company, the New York brokerage and investment banking firm, said yesterday that it would establish a brokerage business in Israel by recruiting Eddy Shalev and his staff from the Tel Aviv office of Oscar Gruss & Son. Mr. Shalev, 48, and his staff of 18 have built a significant brokerage business executing trades for Israeli institutions in the shares of American companies. Oppenheimer has longstanding ties to Israel and is a leading underwriter in the United States for securities offerings by Israeli companies. Nathan Gantcher, Oppenheimer's president, said that by acquiring a securities brokerage business in Israel, the firm expected to broaden its business both in brokerage and investment banking. Robert J. Mittleman, chief executive of Oscar Gruss, said his firm was negotiating with several people to establish a replacement arrangement in Israel.

The first shipload of equipment for use in construction of two light-water nuclear reactors in North Korea left the South Korean port of Pusan today. The equipment is provided in a $4.5 billion agreement signed in Geneva in 1994 between an international consortium and North Korea under which it agreed to scrap graphite reactors capable of making bomb-grade nuclear material.

Accustaff Inc. agreed yesterday to buy Additional Technical Support Inc., another provider of temporary employees. Terms of the deal, which is expected to be completed on March 1, were not disclosed. Additional Technical, which is based in Waltham, Mass., had revenue of $106 million for the year that ended on July 31. Accustaff, based in Jacksonville, Fla., had 1994 revenue of $137.1 million. Its shares were up $2 yesterday, to $43.50, in Nasdaq trading. Additional Technical provides employees in information technology, software engineering and other areas.
