LEAD: Boris N. Yeltsin, the maverick Moscow politician who recently toured the United States, told the police late last month that he had been the victim of an assassination attempt, but later recanted his story, according to a bizarre report today by the Soviet Interior Minister.

LEAD: The Bank of New England Corporation said it would undertake a retructuring program that includes the sale of 53 branches and the consolidation of a number of departments. The result will be the loss of 800 jobs throughout New England, the bank said. The company said it also plans to close loan production offices in Chicago, New York and Philadelphia and to sell $250 million of subordinated debt.

LEAD: Pauley Petroleum Inc. said it intends to close its Newhall Refining Company refinery at the end of the year, offer the site for sale and lay off about 70 people. The company said the refinery, in Santa Clarita, Calif., had suffered significant losses in recent years and that the market for its products, including asphalt, fuel oil and jet fuel, was expected to remain weak.
