ARCO Withdraws

LEAD: ARCO, citing unfavorable market conditions, said it had withdrawn from a proposed pipeline project to transport natural gas from Alaska's North Slope. The Los Angeles-based energy company said its decision would result in a $50 million charge against its fourth-quarter earnings. The project began in 1977 and would bring natural gas to the continental United States through 4,800 miles of pipeline, including a 745-mile section to be built in Alaska.

Amoco '88 Budget

LEAD: The Amoco Corporation's board approved a $3.8 billion capital and exploration budget for 1988, a 17 percent increase over the company's $3.25 billion budget in 1987. Richard M. Morrow, Amoco's chairman, said in a prepared statement that the company's ability to carry out 1988 spending plans depend on price levels for crude oil, natural gas and refined petroleum products.
