LEAD: Right on the heels of KRON-TV, San Francisco, becoming the first major-market TV station to agree to accept condom advertising, U.S. News & World Report announced yesterday that it would do the same, ''in accordance with the magazine's existing standards as to truthfulness and appropriate presentation of the subject matter.

LEAD: Rupert Murdoch's $1.5 billion bid for Australia's largest news group came under renewed pressure today as a rival company, John Fairfax Ltd., offered $1.63 billion for the Herald and Weekly Times. There was no immediate response from the Melbourne-based Herald, which had accepted Mr. Murdoch's offer of $9.75 a share, provided no other bidders came forth.
