ABC WINS TWO DUPONT JOURNALISM AWARDS

Two ABC News programs - a special on genetic engineering called ''Closeup: The Gene Merchants'' and ''Viewpoint,'' the series with Ted Koppel as anchor - were among top prize winners in the annual Alfred I. duPont-Columbia University Awards for Broadcast Journalism presented at Columbia last night. In the 41st anniversary ceremonies last night, Robert Richter, an independent producer, and Channel 13 in New York received an award for the best independent production and a $20,000 prize for the documentary ''For Export Only: Pesticides and Pills.'' A radio award was given to Dallas Townsend, a longtime CBS radio newsman, and the CBS radio network, for ''World News Roundup''; and television awards went to stations in Jonesboro, Ark.; Omaha, Salt Lake City, Miami, Atlanta, Los Angeles, Washington and Chicago. Citations were awarded for 20 other programs.

Recent actions by President Reagan and Defense Secretary Caspar W. Weinberger have raised the question whether the Administration is tilting toward the Arab moderates and away from Israel. At one level, the answer is no. Mr. Weinberger's decision against sharing Israeli military intelligence from the Lebanese conflict, Mr. Reagan's accusing Israel of delaying the Lebanese talks, and statements by both men dramatizing the confrontation between an American Marine captain and an Israeli tank commander were tough. But they can also be explained partly as personal irritation over the fact that the Lebanese talks are getting nowhere, and as a means of pressing Israel to make concessions. How to Deal With Conflicts At a deeper level, the answer seems to be yes - that like the Carter, Ford, and Nixon Administrations, the Reagan team came to discover that difficulties in relations with Israel arose not just because the Israelis were tough negotiators, but reflected basic conflicts of interest between the two countries.

As he left the Federal courtroom Monday in Jacksonville, Fla., just after the jury acquitted his client, Jamiel (Jimmy) Chagra, of conspiring to murder Federal District Judge John H. Wood Jr., the defense lawyer, Oscar Goodman, said: ''The verdict speaks more eloquently than anything I could say. I can't believe it.'' It was clearly an expression of exultation rather than disbelief, but there was reason to take the comment literally. Just seven weeks earlier, a jury in San Antonio found three other defendants, including Mr. Chagra's wife, Elizabeth, guilty of six counts of planning, carrying out and trying to cover up the judge's murder.

International Israel's Cabinet was unable to make a decision on a state commission's recommendations Tuesday that Defense Minister Ariel Sharon and three senior generals leave their posts because of their ''indirect responsibility'' for the massacre of Palestinians by Lebanese Christian militiamen in Beirut. The Cabinet members agreed that two of the generals could defend themselves before the Cabinet today. (Page A1, Column 6.) American Jewish spokesmen backed the report by Israel's special commission on the massacre of Palestinians in Beirut. Most of those interviewed agreed reluctantly that Defense Minister Sharon should resign or be dismissed. (A12:1-2.)

International Ariel Sharon resigned as Israel's Defense Minister after the Cabinet voted 16 to 1 to accept recommendations of a state commission that he and three senior army generals leave their posts. The vote, with only Mr. Sharon dissenting, came after three days of intense political negotiations and an evening of street violence in Jerusalem over the panel's conclusion that Israeli leaders bore ''indirect responsibility'' for the massacre of Palestinians in Beirut by Lebanese Christian militiamen. (Page A1, Column 6.) The violence in Jerusalem killed one man and wounded nine people, including the son of Interior Minister Yosef Burg. They were casualties of the explosion of a hand grenade in a crowd of anti-Government demonstrators outside the offices of Prime Minister Begin where the Cabinet was debating the commission's report. To her former colleagues in business and government in California, the difficulties Rita M. Lavelle has experienced in the last week are puzzling. To them she was a hard worker and a team player, not the kind of a person likely to be dismissed suddenly by President Reagan. But Miss Lavelle was a figure of dispute in her one-year tenure as a high-ranking official of the Environmental Protection Agency, which began with allegations of conflict of interest and ended with an accusation of perjury. The phone in her apartment in Arlington, Va., rang unanswered today, and her whereabouts were unknown. Some neighbors said she had gone for a long walk, while friends said they thought she had returned to California to receive the comfort of a large and tightly knit family.

More Philippine Troops Sent In to Fight Rebels

The Government of President Ferdinand E. Marcos today sent 2,000 more troops into a counteroffensive against Communist rebels in the southern Philippines. Lieut. Gen. Fidel Ramos, deputy chief of the armed forces, told the official Philippine News Agency that three army battalions and a company of scout rangers had been sent to assist three marine battalions dispatched two weeks ago.
