Judicial Conference of US amends its guidelines for press access to trials, calling for 'open court' in pretrial hearings unless judge finds there is reasonable cause that information brought out at hearing would impair defendant's right to fair trial; also issues guideline which forbids judges from issuing any order which would prohibit representatives of news media from broadcasting or publishing any information in their possession relating to criminal case; amendments bring guidelines into line with recent US Supreme Court decisions (M)
