News magazine Hoy, which is critical of Chilean refusal to extradite 3 officers to US to stand trial on charges of plotting murder of Orlando Letelier, has been banned for 2 months by military decree; edict against publication has been appealed to military tribunal in Santiago as unconstitutional, and it has been protested by all major newspapers and National Assn of Journalists; ban is regarded as a blow to 2-year-old trend of permitting more open discussion and dissent in press; El Mercurio, main conservative newspaper, which is strongly in favor of Pres Augusto Pinochet's authoritarian rule, joins in deploring ban; Emilio Filippi, Christian Democrat who is managing editor of Hoy, denounces action; edict, issued by Gen Enrique Morel Donoso, is ratified by Interior Min Sergio Fernandez, lawyer who leads hard-line group in Cabinet (M)
