ABC, CBS and NBC news divs refuse request by Pub Broadcasting Service for free use of their pooled coverage of '76 natl Pres nominating convs; CBS News vp Robert Chandler says it would be unfair to individual stations and foreign broadcast systems, which often use pool, to allow PBS to use it free; PBS pres Lawrence K Grossman had proposed that pub TV carry gavel to gavel coverage provided by pool, whereas commercial stations frequently depart from pool to provide their own coverage; says PBS lacks funds to pay $200,000 that would be its share of total expected $1.5-million pool costs, as provided under PBS contract agreeing to pay 17% of costs when it uses pool; says PBS will now pursue alternative plan to cover convs by expanding its regular pub affairs and news programs; (M)
