Bill providing protection for news sources, sponsored by Sen J H Wallwork, wins final legis approval from NJ Sen and Assembly on Dec 14; bill would give reporters right to refuse to disclose any confidential news source to investigative body and would continue to protect newsman even if he left employ of news media at later date; Assembly passed bill 63 to 4 after amendment that would have limited its protection was rejected; bill was returned to Sen, which voted final approval, 32 to 0; amendment that prompted return of bill to Sen was that protection should apply to news source or information whether or not news was finally published; bill gained major momentum in Sen when reporter P J Bridge (Newark Evening News) was jailed for 20 days for refusing to disclose source of article; Assemblyman W K Dickey holds bill is 'strongest news-source protection law' in US; Gov Cahill is expected to sign bill into law; Assemblyman D J Friedland, in Dec 14 debate, says that free govt is only present when there is free press

US Govt on Dec 14 files updated electronic surveillance affidavit as it was ordered to do by Dist Ct Judge W M Byrne Jr in Pentagon papers case; affidavit reveals that Govt had 2d wiretap involving member of defense team; content of wiretap is given to judge in secret, as was content of 1st; Byrne will rule by Dec 19 on whether contents have relevance to case; content of 1st wiretap is believed to have been conversation between law firm of Rabinowitz, Boudin & Standard and either Chilean Govt or Cuban Govt; firm represents both govts in US and L B Boudin, 1 of its partners, is 1 of Ellsberg's defense attys; defense attys say that if Byrne tells them that 2d wiretap has no relevance to Pentagon papers case, they will not again attempt to bring matter to Sup Ct; have until 9:30 AM tomorrow to file motions challenging jury selection process in case

Los Angeles Times is ordered on Dec 14 to produce in ct its tape recordings of int with A C Baldwin 3d, principal Govt witness in Watergate bugging case; US Dist Ct Chief Judge J J Sirica approves subpoenas for paper's Washington reprs J Lawrence, J Nelson and R J Ostrow; Lawrence says Times will oppose making available tapes; holds policy has been to oppose subpoenas and that it will oppose this one on grounds of First Amendment's free press guarantee; E H Hunt Jr's attys argue that they need tapes for possible inpeachment of Baldwin when he appears as prosecution witness; reporters in recent cases have been found in contempt of ct for refusing to identify sources of articles, but in this case Baldwin was named in newspapers; Baldwin has said that on advice of counsel, he destroyed his own recordings of int, and defense argued it has been forced to seek evidence from only remaining source; Times is expected to file motion to quash subpoenas, giving it opportunity to speak for itself on matter because Judge Sirica has refused to hear its position before subpoenas were issued; pretrial conf coincides with return date, and 3 newspapermen could be held in contempt if judge refuses to quash subpoenas

Reporter in Contempt Case Being Held in Isolation

Officials at Los Angeles County jail rept on Dec 14 that state law demands that reporter W T Farr (Los Angeles Times), who was jailed for refusing to disclose source of information about C Manson 'family' murders that he used in article that appeared in Los Angeles Herald-Examiner, be separated from other prisoners because he is being held in civil contempt and not on criminal charge; Farr is being held in isolation in 8-ft by 12-ft room with no window and no bars; says in int that jailers have treated him well; Superior Ct Judge C H Older, who ordered Farr's jailing, has ordered that Farr be given no special privileges and as result he cannot have typewriter, mingle with any prisoners or have books unless they come directly from public library; Farr was not given specified jail term and unless Older relents Farr's incarceration could last for yrs
