LEAD: The Angeles Corporation said it expected to report a loss for the third quarter of about $3.9 million after taking a substantial charge related to the withdrawal of a public offering of a real estate limited partnership. The real estate and investment management company said it had cut back on employees who work on direct offerings of real estate to concentrate on raising money from institutional and investment banking sources.

Terms of the transaction were not disclosed. Bank One assumed $287 million in deposits of First State Federal, which was closed on Friday by the Office of Thrift Supervision.
