PHILADELPHIA, Feb. 18. -- A spring book in the Philadelphia lists which will be of especial interest and help to collectors is announced by George W. Jacobs Co. -- the "A B C of Old English China," by J.F. Blacker. Mr. Blacker will be remembered as the author of the "A B C of Old English Pottery," which was published last year.

LONDON, Feb. 17. -- Whether, as is suspected in some quarters, Congressman Bennet of New York had no more sinister motive than to embarrass the reciprocity forces in his own country, there is no room for doubt that his Canadian annexation resolution introduced in the House of Representatives yesterday has greatly disturbed certain minds on this side of the Atlantic.
