Judge Gerhard A Gesell rules on Nov 16 that publication of Sen Select Intelligence Com rept on CIA involvement in pol assassinations might endanger life of former CIA official but refuses to order man's name deleted on jurisdictional grounds; Henry Truit and Terry Lenzner, attys for ex-CIA official, file appeal; they decline to identify their client but are known to represent Dr Sidney Gottlieb, a retired CIA official who directed CIA's Tech Services Div; Gottlieb's testimony earlier this fall revd; urgency in handling of case arose because Govt Printing Office was to begin printing secret rept on Nov 18; according to information made public in Nov 16 hearing, com has already deleted 20 of 32 'sensitive' names in rept; presumably these were names of CIA intelligence officers or agents; rept is expected to contain names of several dozen better-known Govt officials and public figures; com staff members say com has evidence that FBI used techniques of investigation after '71 similar to harassment methods used in counterintelligence program known as Cointelpro; say com will trace 50 yrs of FBI's counterintelligence work and will tell about burglaries carried out by FBI as well as estab that it currently conducts 'massive' surveillance of Amer citizens (M)
