INTERNATIONAL A3-11 Argentina's New President Declares Default on Debt Adolfo Rodríguez Saá, a moderate governor from a tiny rural province, was ratified by Congress as the caretaker president for Argentina after several days of civil disturbances. He immediately declared a default on the country's $132 billion debt, and promised to use the money saved to create jobs and fortify social programs. The default is the largest in history, but is not considered an imminent threat to other countries. A1 Arafat Pledges Bethlehem Visit Yasir Arafat, the Palestinian leader, defiantly vowed to attend Christmas Eve services in Bethlehem even though the Israeli government has barred him from traveling there, accusing him of failing to crack down on militant groups. The ban set off a flurry of diplomatic activity, with American and European officials pressing the Israelis to reconsider their decision.
